Functions as a liaison between at-risk families and public and private sectors. Provides services to strengthen families' abilities to support the academic and life success of all children.

Dolly Parton's Imagination Library:
An effort began in 1996 by Dolly Parton to benefit the children in her home county in east Tennessee. She decided to mail a brand new, age appropriate book each month to every child under the age of five in Sevier County. This program was such a success that many other communities wanted to provide the same benefit for the children of their communities. Needless to say an undertaking such as this requires a champion. Our local champion is the Cocke County Education Foundation. Stokely Memorial Library:
Many materials and services are available to patrons with library cards. The materials that the library has to offer include books, books on tape, magazines, videotapes, and DVDs. The services available include copier services, fax services, and high speed internet computers.
